Note: What I am trying to do with this new book is to pull together stuff in my blog articles into one comprehensive and tight whole, for possible mainstream book publishing. This introduction and further chapters will be works in progress until such publication happens. I think this introduction gives a pretty good overview of my perceptions of exopolitics right now.

INTRODUCTION

We and our world are rapidly evolving into a spacefaring society and contrary to what the public has been told by official bodies we are not alone and never have been alone. We who have dedicated our lives to the study of extraterrestrial reality have learned that the universe is highly populated with very large numbers of intelligent extraterrestrial spacefaring races and civilizations, some which have come to earth for a variety of reasons, motivations and agendas. The truth is that in past 70 years our planetary civilization has already moved far into the process of integrating into extraterrestrial reality to an extent that is far beyond the awareness and comprehension of the ordinary person.

At this point if the reader is not well informed about UFO/ET reality, they may find these question come to mind: If this is so, how come I and so many other people don’t know this? Why don’t the ETs land on the White House lawn? If our governments know this why have we not been told? Even if true I don’t see how it’s going to affect me?

It’s always a struggle to reduce complex problems down their fundamentals and the best simple explanation I have been able to come up with is this: Our society is no longer just run by national governments but by a globalist corporate elite that manage world populations through finance and the media. Our situation in regards to the globalist elite and extraterrestrial reality, is similar to that of the populations of North Korea in relation to its elite and the rest of the world. The only difference is a matter of scale. The North Korean tyrants have managed to isolate and control public access to technology and knowledge available through access to other countries. On one hand they suppress and control access by the masses to the rest of the world, but on the other hand they exploit their elite access to the rest of the world to their advantage.

Autocratic regimes over time tend to accumulate wealth and technological luxuries for the elite that is not available to the ordinary person. In a sense on a small scale the autocratic elite create a small breakaway civilization more advanced that the country as a whole in which they live. This breakaway civilization draws on the resources and the labor of the people in a parasitic manner taking much more than is given back to the overall society.

I think the reader as he or she become informed about exopolitics (The politics of the Universe) will come to realize that the global elite are doing the exact same thing to global populations as other national elites do to their countries. It’s my thesis and that of other credible investigators that the Globalist elite have beginning in the 1940s, have isolated global populations, using a secret policy of denial and ridicule, from the reality of the existence of many extraterrestrial races while at the very same time exploiting there special access to ET reality. My contention is that like their smaller elite counterparts in nations, the Globalists have created and rule a very advanced breakaway society through fear and intimidation and greed disguised in the name of National Security, special access and need to know. Due to the extreme compartmentalization, most people involved in the National Security apparatus of countries, don’t see nor understand the big picture, for if they did they would revolt against this covert tyranny. Trillions of dollars are being siphoned off by the black parasitic classified world from the host society through black projects, drug running, manipulation of paper money, reverse engineering technology and reintroducing that technology into society as original intellectual property for immense profit. In this book I intend to present evidence and concepts that this parasitic breakaway civilization has secretly broken away from the host civilization and has not only been secretly interacting with other ET civilizations on an intimate and regular basis, but now owns a secret space fleet that is so far advanced using field propulsion technologies, that it is capable of, and does travel to other solar systems and planetary bodies on a regular basis to meet and interact with ET races, possibly establishing bases, embassies and colonies on other worlds. Even more disturbing is that some ET races are cooperating, perhaps even controlling the Globalist elite as this elite attempts to consolidate complete control over world populations as in North Korea. The extraterrestrials known as the Annunaki have a long history of control and manipulation of humanity through politics and religion. The same seems to true of certain species of those ETs know as the Greys. The Tall Whites seem to have a limited agenda on earth as it is profitable and convenient for them to trade technology for supply of their base at Nellis AFB. (Search words: Charles Hall, Tall Whites) On the other hand there seem to be human extraterrestrials that look almost like us who prefer not to cooperate with world governments and the Globalists that control those governments until our global society becomes more democratic and transparent. For this they are harassed by Air Forces around the globe on a continuous basis.

To many this will seem like science fiction, but I intend to provide evidence to the reader that much of what the ordinary person considers to be science fiction has already covertly become science fact. The truth is that the creation of the classified breakaway civilization and its rapid technological development has been protected from the rest of our society by a propaganda wall of denial and ridicule for the past 70 years that only now with the modern Internet and social networks is beginning to break down. The Globalist agenda of world domination and control is also coming under great pressure by these same social forces unleashed by the Internet.

Those of us researching extraterrestrial life and the breakaway civilization have had to contend with a homegrown very advanced Psyops (Psychological Operations) run against both the lay person and the science and religious professional. To make things even more complicated and difficult is the fact that many different extraterrestrial races interacting with mankind are running their own Psyops operations directed for and against each other and for and against us. Anybody wither they realize it or now when they enter the UFO/ET field have entered what the military calls the mental battlefield. It’s an intelligence operative’s playground chock full of all kinds of traps, snares and poison baits laid by homegrown operatives and ET operatives infiltrated into our global society.

Psyops run the gamut from silly fabricated disinformation stories run by tabloids like the Weekly World News with military Psyops connections to intensify the ridicule factor, to mass media propaganda operations and internet disinformation operations to clog social networks, to infiltration and control of UFO groups within the UFO/ET community. It’s taken me a lifetime to cut through all the crap, dig up the ore so to speak and refine it for the gems it contains.
Our species is young, resilient and adaptable but we are hindered by our still short lifespans which put us at great disadvantage in dealing with extraterrestrials with much longer lifespans. Until we can extend our lifespans to a thousand years we have to improve our ability to transfer information to the young, so that they can better use what adaptive advantages we have in having short lifespans.

I think of us like the short lived fruit fly, which because of its short lifespan, can quickly adapt to changing environmental conditions, something that life with longer lifespans has more difficulty coping and adapting to rapid change. While we work to remove our liabilities, let’s also be sure to use our assets to our greatest advantage to understand extraterrestrial realities.

For all the criticism we heap up ourselves much of it well founded, we are nevertheless a hardy adaptable race emerging as top predator on this planet as have other ET races emerged as top predators on their home planets or of artificial creation. Lots of folks have pie in the sky expectations that somehow emerging stellar races quickly become altruistic, had better think again. Just as the laws of physics apply not only to earth, the laws of nature equally apply across the universe. It helps to have an ecological background because one can see competition and cooperation everywhere in nature where both predators and prey compete and cooperate for evolutionary advantages on earth and in space.

Exopolitics is a relatively new field of inquiry that just recently emerged out of the older UFO/ET field sometimes called UFOlogy. The emergence of exopolitics has been remarkably similar to the rise of the ecological field out of the older natural sciences. I was fortunate to have been raised in a family of early ecologists and to have actually been mentored by one of the founders of ecology, Herb Stoddard, a close friend and mentor of my Dad, the first widely recognized fire ecologist.

In the 1920’s museum collectors like Herb and my Dad and my uncle Roy, began to think beyond the accumulation and categorizing of specimens for natural history museums. They realized that the flora and fauna in nature were in dynamic complex interactions with each other. In the 1980s having investigated and studied UFOs and extraterrestrial life for over a decade I and a few others in the public domain realized that humanity was in dynamic interaction with many extraterrestrial species. We also had become aware that there were very advanced secret covert programs underway for decades, even while world governments promoted a policy of public denial and ridicule of the subject.

When Alfred Webre introduced the term exopolitics, into the public domain over a decade ago this galvanized into organized action several individuals who had been already thinking along these lines. These individuals were Paola Harris, Michael Salla, Alfred Webre, Tom Hansen, Steve Bassett and myself in public and others not so well known in private. In such a manner the new field of exopolitics came into existence and now over a decade later it has spread to most countries around the globe with many new exopolitical leaders emerging too numerous to mention.

Overnight exopolitics became controversial partly because of credibility problems among some of the founders who have promoted a mix of credible and not credible contactees, abductees and whistleblowers. In my mind Alfred Webre has become the most damaging leading individual in this regard undoing all the good he has done for the field in the past. All this is still in the process of being sorted out, but critics have been guilty of throwing the baby out with the bathwater as well. On the other hand a large part of the criticism has been unfounded due to the inability of many in the UFO community to comprehend that naturally evolving Homo Erectus genome seems to have been artificially genetically modified into Homo Sapiens by the Annunaki extraterrestrials. If the Sumerian texts, the Bible, and the Hindu scriptures are literally correct, the Annunaki inserted their own genetic material into Homo Erectus in an attempt to domestic the naturally evolving Homo Erectus as Homo Sapiens. As if this were not tyrannical or predatory enough, it would appear that since that time earth humans have been overtly and now covertly herded and managed in a kind of extraterrestrial psyops operation duping earth humanity into thinking these Annunaki are God or gods as a tool of direct and indirect Annunaki enslavement through religion and politics.

While the writing of the late Zecharia Sitchin are controversial and do contain some errors of translation as discussed in the Wikipedia entry, one should read the huge amount of relevant material in the old religious texts and draw one’s own conclusions. We can see if this material is true that its effect on world religions post-disclosure would be traumatic, just one of the many reasons why many in the know still resist disclosure. Just think that this would be just for world religions with the same being in store for other established institutions, which could be just as seriously affected by full disclosure.

Since the implied artificial creation of Homo Sapiens out of Homo Erectus there seems have been a dynamic genetic and cultural interaction with many more technologically advanced extraterrestrial civilizations over time with claims now being made that the earth human genome contains genes of over 20 different extraterrestrial races. Obviously this could be one of many reasons why many ET races are interested in earth humanity.

We must be careful not to paint all ET races with the same brush because there are many different ET motivations and agendas involved both predatory and cooperative. In such a situation it is important to know who our friends are as well as our enemies. The natural processes of competition and cooperation apply not only to earth but to the rest of the universe as well it would appear. Thus the old adage is true, As below, So above.

Today’s scientific establishment after an incredible amount of controversy is now admitting that Homo Sapiens has around 4 percent Homo Erectus and other species of early Homo in its genome due to interbreeding. It would appear that there is a much greater humanity of which earth humanity is only a small part and that the trade and exchange of human genetic material technology and culture is a kind of currency of the extraterrestrial celestial realm. It is often frustrating trying to inform a public that has been propagandized, lied to, and essentially brainwashed by world governments for 70 years. I hope this book will answer that most basic and fundamentally uninformed question that many of the public first ask when confronted with evidence of ET life. So what if ET exists, I don’t see how it’s going to affect me? The fact is that we are all being fundamentally impacted and affected from the high price of oil, our rapid technological advancement, right up to the our most cherished political, religious and scientific institutions and the sooner we become aware the better.

Another fundamental imbalance I would like to address in this book is that world governments have been concentrating of reverse engineering extraterrestrial technologies because of the huge sums of money to me made and elite power over the rest of society to be accumulated. This has resulted in what Richard Dolan calls the Breakaway Civilization of the Classified World, of those with extraterrestrial access being aligned against and preying upon those without extraterrestrial access. This is a most serious problem for earth humanity now and into the future.

One of the things I hope to accomplish in this book is to show that while extraterrestrial technologies are important, they are only part of a much vaster realm of information and understanding, cultural, religious, scientific, social and political that is being presently downplayed by those with ET access and a lust for power. I really don’t see this dangerous imbalance being adequately addressed, until all of earth humanity has extraterrestrial access and this cannot happen as long as the longstanding UFO/ET cover up is in place. For this reason many of us involved in exopolitics also have developed a UFO activist streak.

I use Facebook and other social networks to monitor the UFO/ET disclosure process in general and the evolution of exopolitical thought in particular on a daily basis. I run a little UFO/ET news service on my wall as well, that folks can access by friending me. It’s appalling to see how far behind conceptually the established leaders in science, religion and politics are in regards to exopolitics. Only recently have these leaders begun to come forward in the mainstream press to discuss in a very rudimentary and limited way, possible agendas and motives of hypothetical extraterrestrials. Exopolitics today is already light years ahead of these establishment leaders who have been suppressed in their thinking by the now 70 year old UFO/ET cover-up either by the propaganda, lies, deceptions and a general brainwashing by world governments, or by their own leaders who have in return for special access, propagandized against their own communities.

When I lived in Fairbanks Alaska folks would place bets for a big prize to the winner who could accurately predict when the ice on the Chena River would break up. A tripod was embedded in the ice so that when the ice broke it would move and trigger a device giving an exact time of the river breakup.

This event was a big gamble because even though one could measure the thickness of the ice as it melts in the spring there were so many variables to contend with that any attempt to predict the exact time of breakup was impossible. I think this is an apt metaphor or analogy as to the UFO/ET disclosure process. A similar thing happened as to the breakup of the old Soviet Union. Intelligence analysts and even the public could see that the foundations of the old order in the USSR was crumbling, but when the empire collapsed in short order, even the CIA was caught by surprise.

What I am going to try to do in in this book in my own small way is to address the sad state of induced ignorance and brainwashing of both the public and most of our scientific, political and religious leaders the past 70 years by secret shadow governments with extraterrestrial access. We will go far beyond the most simple minded questions and concepts such as: Is ET out there? Is ET good or evil? Are we evil and should ET destroy us before we become a threat to them? So what if ET exists, I don’t see how I am being affected so why should I care? Why should I waste my time on such a silly subject?

More enlightened questions should be. How many ET races are interacting with us? What are they like, what are the specific agendas and motivations of each ET race or civilization? How many races or civilizations are world governments now interacting with in these Technological Transfer Programs (TTPs)? If we are getting technology, what are they getting from us in return? What races or civilizations are manipulating our DNA and our culture and for what reasons? Are we being managed like sheep beyond our ability to comprehend? What ET races are preying upon us covertly beyond our awareness and ability to defend ourselves? What races and civilizations take a win-win approach to relationship with us? How can we avoid relations with ET races that are treating us as prey and how can we better develop relations with races and civilizations that will work with us for mutual symbiotic benefit?

I feel it is important to be proactive and be prepared for a probable sudden collapse of the gradual disclosure process into a very rapid chaotic disclosure process when the ice finally breaks so to speak. I think the mainstream media and the social networks can play a big role in smoothing transition from as pre-disclosure world to a post-disclosure world. It’s important for folks to realize that this is a very big deal and it’s going to affect all of earth humanity in very drastic and unpredictable ways, because it relates to the very way we view ourselves and our relation to the rest of the universe. Once the top of Pandora’s Box is blown off, things will never be the same again and we are going to have to adapt very quickly as a species. We must prepare for this now.

I have been in this UFO/ET field for over 40 years, so not only do I have some understanding of other extraterrestrial races and civilizations, I can also begin to see how these others see us. In spite of all our great shortcomings we have adapted and survived all kind of natural and artificial catastrophes to beat out other species of Homo to become top predator on the planet. We are a hardy aggressive species that is also capable of cooperation when our evolutionary survival is threatened. So I think sometimes we are just too hard on ourselves and should appreciate that other species evolving to become top predators on other planets have been through much the same natural and artificial processes to get to where they are today.

I think having an ecological background is now really beginning to bear fruit for me in understanding the nature of extraterrestrial realities. I suspect having such a background is hardly an accident and was planned out in detail before birth. I will devote a chapter in this book to the even greater reality context in which our physical universe seems to be embedded, and which intrudes in many different ways into our physical universe. For now I would like to concentrate on the lesser context of life across the physical universe as evidenced by those who have had contact with this life here on earth and in the near earth environs.

We even now can access two very important sources of information on extraterrestrial life. We can look at earth as a sample of one and realize that if life evolved here it also has evolved on other planets like ours throughout the universe. We can also look at the evidence of extraterrestrial contact with our species where other species having evolved technologically to a point so as to transverse the great distances between the stars just as the European explorers in their day transversed the vast distances between the continents with sailing ship technology.

None other than Nick Pope who once headed the MODs UFO Office made this admission of his participation in psyops to the press: “I’m a little bit apologetic about this because obviously, when I was in MOD, I had to play this game myself. To really achieve our policy of downplaying the UFO phenomenon, we would use a combination of ‘spin and dirty tricks.’ “We used terms like UFO buffs and UFO spotters — terms that mean these people are nut jobs. In other words, we were implying that this is just a very somewhat quaint hobby that people have as opposed to a serious research interest.”

But Pope said the ridicule policy went much further than that. “Another trick would be deliberately using phrases like ‘little green men.’ We were trying to do two things: either to kill any media story on the subject, or if a media story ran, insure that it ran in such a way that it would make the subject seem ridiculous and that it would make people who were interested in this seem ridiculous.”http://www.huffingtonpost.com/2011/08/17/uk-releases-ufo-files_n_927351.html

Furthermore we must not only sort through copious amounts of disinformation being pumped out by global intelligence communities to obscure core truths as to the existence and nature of extraterrestrial reality, we also have to sort out the real whistle-blowers, contactees, abductees who follow a truthful agenda from those false whistle-blowers, contactees and abductees who are into all this with agendas other than the truth.

I think an appropriate metaphor or analogy would be a gold mining operation where we have a very large amount of ore to process to get at the gold all the while having to deal with folks scattering fool’s gold in the mix. One has to have a capable mind of an intelligence operative and analyst to adequately mine this ore and process it something that many people in the UFO/ET field have trouble doing to their great frustration. It’s a mistake to think that as many in the UFO community have been misled to believe by clever intelligence moles, that the problem of UFOs and ET contact can be solved by standard scientific procedures. Because we are dealing with a UFO/ET cover-up by intelligent people with great resources, and ETs that are even more intelligent than ourselves, thinking that standard science can address these issues is a deliberate misdirection.

Jacque Valee a UFO/ET investigator had a very enlightening conversation with an intelligence operative by the name of Major Murphy that is quite relevant to the discussion here: ‘Then he posed a question that, obvious as it seems, had not really occurred to me: “What makes you think that UFOs are a scientific problem?”

I replied with something to the effect that a problem was only scientific in the way it was approached, but he would have none of that, and he began lecturing me. First, he said, science had certain rules. For example, it has to assume that the phenomenon it is observing is natural in origin rather than artificial and possibly biased. Now the UFO phenomenon could be controlled by alien beings. “If it is,” added the Major, “then the study of it doesn’t belong to science. It belongs to Intelligence.” Meaning counterespionage. And that, he pointed out, was his domain.
“Now, in the field of counterespionage, the rules are completely different.”

He drew a simple diagram in my notebook. “You are a scientist. In science there is no concept of the ‘price’ of information. Suppose I gave you 95 per cent of the data concerning a phenomenon. You’re happy because you know 95 per cent of the phenomenon. Not so in intelligence. If I get 95 per cent of the data, I know that this is the ‘cheap’ part of the information. I still need the other 5 percent, but I will have to pay a much higher price to get it. You see, Hitler had 95 per cent of the information about the landing in Normandy. But he had the wrong 95 percent!”
“Are you saying that the UFO data we use to compile statistics and to find patterns with computers are useless?” I asked. “Might we be spinning our magnetic tapes endlessly discovering spurious laws?”

“It all depends on how the team on the other side thinks. If they know what they’re doing, there will be so many cutouts between you and them that you won’t have the slightest chance of tracing your way to the truth. Not by following up sightings and throwing them into a computer. They will keep feeding you the information they want you to process. What is the only source of data about the UFO phenomenon? It is the UFOs themselves!”

Some things were beginning to make a lot of sense. “If you’re right, what can I do? It seems that research on the phenomenon is hopeless, then. I might as well dump my computer into a river.”
“Not necessarily, but you should try a different approach. First you should work entirely outside of the organized UFO groups; they are infiltrated by the same official agencies they are trying to influence, and they propagate any rumor anyone wants to have circulated. In Intelligence circles, people like that are historical necessities. We call them ‘useful idiots’. When you’ve worked long enough for Uncle Sam, you know he is involved in a lot of strange things. The data these groups get is biased at the source, but they play a useful role.

It’s important for the neophyte in exopolitics to understand that from the moment they enter the field they have entered one of the many mental battle zones in what the military now calls the mental battlefield. In the mental battle field the truth seeker struggles to regain awareness lost in a realm where words and the media have become weapons, as psyops wars rage across around the globe instigated by those with little interest in truth but desire power over others.

As I have been pointing out we can understand much about ourselves by studying mankind and the natural world. Natural and artificial evolutionary processes don’t stop upon leaving earth no more than the laws of physics which extend across the universe. I consider it highly likely that in the natural world the process of competition and cooperation for life’s necessities and pleasures extend out across the universe as well as do the laws of economics, religion and politics.

What seem to be going on amongst the earth human species are not just overt hostilities that everyone can see, but covert hostilities with many are preyed upon and victimized because what is happening to them is beyond their scope of awareness. Not only are these competitive and cooperative natural and artificial process driving earth human interspecies overt and covert warfare, it is also driving covert warfare and predation and cooperation between earth based humanity and other human and non-human species on a mental and material battlefields that span across the known physical universe and maybe even into the spiritual realm in which the physical world seems to be embedded.

Just take a close look at what is going on in nature around you. The plants are competing with each other for light and nutrients and water, with some winning out over others who die out. It’s the same among the animals where one moment you are predator and the next moment prey. The evidence available in the public domain suggests the same processes and pressures that are happening in earth human society are also happening among other extraterrestrial civilizations.
One of the problems the UFO/ET community has is that we have plenty of people with military, intelligence, engineering, economic, scientific and even medical backgrounds but few with backgrounds in the natural sciences and the ecological fields. It’s been my experience that members of the biological sciences may have been more damaged by the UFO/ET cover-up than say engineers, military and intelligence people who have or have friends who have come into contact with ET technology and so mitigate the damage.

Why should we think there is more order and harmony in the celestial sphere than there is here on earth? Religious scholars used to think that the heavens were pure and orderly and science proved that this was not the case. This thinking that somehow more technological advanced intelligences are different out there is the same kind of false thinking that religious scholars of the past have made with the heavens in general. This split or divide in the UFO/ET community and even in the black world, between those that think ET is good and those who think ET is evil, is just an indication of lack of ecological understanding.

I hope I can suceed in informing the reader what they are stepping into when they become interested in UFOs either because they have seen one, or had contact, or have become interested by reading and through the media. I have seen too many people with good intentions become discouraged when they have fallen under the spell of sirens of the new age only to discover too late that they have been victimized by fraudulent whistle-blowers, channelers, prophets, abductees and contactees.

There is great understanding in the understanding of extraterrestrial realities, but one must proceed with eyes wide open else one unknowingly becomes prey. Koontz states that the object he analyzed seems to be a remote listening device composed of iron, with cobalt, nickel and a large amount of iridium, normally found in meteorites. It has a surface coating that appears to be sensitive to sound waves and it emits electromagnetic radiation, something an ordinary piece of iron does not do. The object also appears to be programmed to absorb soundwaves and to be able to transmit soundwaves, as well.

Even more extraordinary, these objects appear to self-organize. This is an intelligent material that, when broken, reassembles itself. There are carbon nano-tubes in these devices and we don’t find those in nature.

Regarding Whitley Strieber’s reports about alien implants and his recent interview of Dr. Roger Leir, and also regarding Whitley’s interview of an American scientist who says he was implanted with some sort of technological device, I find the evidence very compelling.

In particular, I note the reported non-terrestrial isotope ratios of the putative implant, the reported emissions of electromagnetic energy and the apparent microstructure of the possible device. This is physical evidence that has been and can be analyzed.

I also note that the interviewed scientist seems quite clear-headed and sensible. Furthermore, the scientist has demonstrable knowledge about carbon nano-tubes and appears to indeed be the scientist he claims to be.

I see no reason whatsoever to discount what these men are saying. Indeed, quite the opposite is true: My opinion is that this matter should be taken very seriously and, eventually, should be openly addressed by both federal authorities and by the public.

However, I realize that federal authorities are unlikely to openly address this matter, and my opinion is that mainstream news media will not write even a single, unbiased, article on the subject.

Nevertheless, if it is true that extraterrestrial persons are placing implants in the bodies of US citizens and US scientists, then the matter is of a national security nature that could be more serious than the threat from al-Qaeda and North Korea.

It is possible that my comments will be met with mockery and derision in some quarters. But that does not dissuade me in the least. Let the chips fall where they may. Truth is an ally; possible life on what could turn into a slave planet is not.

BENGHAZI, Libya (Reuters) – Forces loyal to Muammar Gaddafi fired a Scud missile for the first time in the country’s civil war, a U.S. defense official said, after rebel advances left the Libyan leader isolated in his capital.

Rebels fighting to end Gaddafi’s 41-year rule seized two strategic towns near Tripoli over the past 24 hours, cutting the city off from its supply lines and leaving the Libyan leader with a dwindling set of options if he is to stay in power.

The Scud missile was fired on Sunday morning from a location about 50 miles east of Sirte, Gaddafi’s home town, and landed east of the coastal oil town of Brega where rebels are fighting for control, the official said.

The missile came down in the desert, injuring no one, said the official, who was speaking on condition of anonymity. There was no immediate comment from the government in Tripoli.

In the six months of fighting up to now, Gaddafi’s forces have been using short-range Grad rockets but have not before deployed Scud missiles, which have an estimated range of about 185 miles.

The government in Tripoli has stocks of Scud missiles which were acquired from the Soviet Union in the 1970s, and some bought from North Korea, according to online defense forum globalsecurity.org.

It said many of Libya’s missile systems “are old and likely are suffering from maintenance problems.”

Analysts say the rebels’ strategy now is to isolate the capital and hope the government will collapse, but they say it is possible too that Gaddafi will opt to stage a last-ditch fight for the capital.

In a barely audible telephone call to state television in the early hours of Monday morning, Gaddafi called on his followers to liberate Libya from rebels and their NATO supporters.

“Get ready for the fight … The blood of martyrs is fuel for the battlefield,” he said.

REBEL PUSH

He was speaking as rebels made their most dramatic advances in months of fighting, shifting the momentum in a conflict that had been largely static for months and was testing the patience of NATO powers anxious for a swift outcome.

Rebel forces in the Western Mountains south of Tripoli surged forward at the weekend to enter Zawiyah. The town is about 50 km (30 miles) west of Tripoli and, crucially, straddles the main highway linking the capital to Tunisia.

A day later, rebels said they had captured the town of Garyan, which controls the highway leading south from Tripoli and linking it to Sabha, a Gaddafi stronghold deep in the desert.

“Gaddafi has been isolated. He has been cut off from the outside world,” a rebel spokesman from the Western Mountains, called Abdulrahman, told Reuters by telephone.

Early on Tuesday, rebels on the outskirts of Zawiyah said forces loyal to Gaddafi were still on the eastern edge of the town, from where they have been attacking with mortars, Grad rockets and sniper fire.

Medical workers at one of the town’s hospitals told a Reuters reporter that 20 people — a mixture of rebel fighters and civilians — were killed on Monday, and the death toll for Tuesday had already reached one.

PEACE TALKS

Officials in Tripoli deny Zawiyah is under rebel control, but government spokesman Moussa Ibrahim acknowledged on state television that rebel fighters were in Garyan.

“There are still armed gangs inside the city. We are able to drive them out,” he said.

A U.N. envoy arrived in neighboring Tunisia, where sources say rebels and representatives of the government have been holed up on the island resort of Djerba for negotiations.

The envoy, Abdel Elah al-Khatib, told Reuters he would meet “Libyan personalities residing in Tunisia” to discuss the conflict.

Gaddafi’s spokesman denied the Tripoli government was in talks about the leader’s departure, saying reports of such negotiations were the product of a “media war” being waged against Libya.

Talks could signal the endgame of a civil war that has drawn in the NATO alliance and emerged as one of the bloodiest confrontations in the wave of unrest sweeping the Arab world.

Rebels may still lack the manpower for an all-out assault on Tripoli, but are hoping their encirclement of the capital will bring down Gaddafi’s government or inspire an uprising. In the past, however, they have frequently failed to hold gains, and a fightback by Gaddafi troops could yet force them back.

Pro-Gaddafi residents of the capital remain defiant.

Makhjoub Muftah, a school teacher who has signed up as a gun-toting pro-Gaddafi volunteer, like many others seemed to think a rebel advance into Tripoli was a remote possibility.

“I wish they would march into Tripoli. I wish,” he said, daring the rebels. “They will all die.”

North Korea threatens nuclear 'holy war' with the South

Tensions on the Korean pensinsula were at their most dangerous level since the 1950-53 war today when North Korea threatened to use nuclear weapons in a “holy war” against its neighbour after South Korean tanks, jets and artillery carried out one of the largest live-fire drills in history close to the border.

The military exercise at Pocheon, just south of the demilitarized zone, was the third such show of force this week by South Korea. Multiple rocket-launchers, dozens of tanks and hundreds of troops joined the drills, which the South Korean president, Lee Myung-bak, insisted was necessary for self-defence, following two deadly attacks this year. Last month, two civilians and two marines were killed by a North Korean barrage on Yeonpyeong island following a live-fire drill in disputed territory. In March, 46 sailors died when the South Korean naval ship, Cheonan, was sunk, apparently by an enemy torpedo.

“We had believed patience would ensure peace on this land, but that was not the case,” Lee told troops today. He earlier warned that he was ready to order a “merciless counterattack” if further provoked.

North Korea’s armed forces minister, Kim Yong-chun, also lifted the pitch of the sabre-rattling. “To counter the enemy’s intentional drive to push the situation to the brink of war, our revolutionary forces are making preparations to begin a holy war at any moment necessary based on nuclear deterrent,” North Korea’s KCNA news agency quoted him telling a rally in Pyongyang.

Bellicosity and brinkmanship are nothing new on the divided peninsula and there are doubts that North Korea is capable of an accurate nuclear strike, though it has conducted two bomb tests and is believed to have enough high-grade plutonium for at least six warheads.

But even with conventional artillery, the two neighbours are capable of inflicting horrendous casualties among their densely packed populations.

The political situation is less predictable than usual due to the ongoing transition of power in Pyongyang from Kim Jong-il to his son Kim Jong-un. There has also been a hardening of positions in Seoul, where president Lee is belatedly trying to demonstrate his toughness. After being criticised for his restrained response to the two earlier incidents, Lee has fired his top military advisers and replaced them with hardliners, who favour an escalated display of self-defence.

Efforts to defuse the crisis have not been helped by divisions among the other major players in the region.

Russia has proposed sending a special United Nations envoy to the region and China has called for restraint and expressed support for a fresh round of six-party denuclearisation talks. But Japan and the United States have backed the robust stance taken by Seoul, saying North Korea has not yet done enough to deserve new negotiations. Last weekend, the American ambassador to the United Nations proposed a security council statement condemning Pyongyang, but it was blocked by China.

The topic looks certain to be high on the agenda at a summit between US president Barack Obama and his Chinese counterpart Hu Jintao in Washington on 19 January. According to Japan’s Mainichi Shimbun newspaper, Obama called Hu earlier this month to say that if the government in Beijing did not restrain its old ally then the US would take action. Many analysts believe this is why North Korea has since refrained from further military steps.

China is the main supplier of food and fuel to its isolated and impoverished neighbour, but the extent of its influence over Pyongyang remains unclear. Policymakers in Beijing are divided. US diplomatic cables published by WikiLeaks show that senior Chinese foreign ministry officials have privately expressed considerable frustration with Pyongyang’s behaviour . But the Chinese Communist party‘s nationalist newspaper, Global Times, has accused South Korea of provocation.

“Many believe that if they try to be nice, Pyongyang will never stop; and if they play tough, the other side will back off. But the two Koreas are not street hoodlums, nor bullies in the schoolyard,” it noted in a recent editorial. The priority, it added, was to avoid regional instability and economic development. “It is unacceptable for regional interests that any side threatens the other with war, whatever the purpose may be.”

Hopes for an easing of tensions rose briefly earlier this week, when an unofficial US envoy returned from Pyongyang, where he said he noted a change of attitude. New Mexico governor Bill Richardson – a veteran intermediary – praised North Korea for stepping back from the brink and for promising to readmit international nuclear inspectors as well as sell Seoul thousands of used-nuclear fuel rods that could otherwise be used to make weapons.

However, he warned today that if military exercises continue near the border, the restraint may not last.

“The situation is still a tinderbox. There’s still enormous tension, enormous mistrust and I believe diplomacy is what is needed to get us out of this tinderbox,” Richardson said in an interview with the Associated Press. He described the tensions as “the worst I have ever seen on the peninsula”.

BEIJINGChina knows less about and has less influence over its close ally North Korea than is usually presumed and is likely to eventually accept a reunified peninsula under South Korean rule, according to U.S. diplomatic files leaked to the WikiLeaks website.

The memos — called cables, though they were mostly encrypted e-mails — paint a picture of three countries struggling to understand an isolated, hard-line regime in the face of a dearth of information and indicate American and South Korean diplomats’ reliance on China’s analysis and interpretation.

The release of the documents, which included discussions of contingency plans for the regime’s collapse and speculation about when that might come, follows new tensions in the region. North Korea unleashed a fiery artillery barrage on a South Korean island that killed four people a week ago and has since warned that joint U.S.-South Korean naval drills this week are pushing the peninsula to the “brink of war.”

The shelling comes on the heels of a slew of other provocative acts: An illegal nuclear test and several missile tests, the torpedoing of a SouthKorean warship and, most recently, an announcement that in addition to its plutonium program, it may also be pursuing the uranium path to a nuclear bomb.

The memos give a window into a period prior to the latest tensions, but they paint a picture of three countries struggling to understand isolated and unpredictable North Korea.

In the cables, China sometimes seems unaware of or uncertain about issues ranging from who will succeed North Korean leader Kim Jong Il to the regime’s uranium enrichment plans and its nuclear test, suggesting that the North plays its cards close to its chest even with its most important ally.

Questioned about the enriched uranium program in June last year, Chinese officials said they believed that was program was “only in an initial phase” — a characterization that now appears to have been a gross underestimate.

China is Pyongyang’s closest ally — Beijing fought on the northern side of the Korean War and its aid props up the current regime — and its actions have often served to insulate North Korea from foreign pressure. It has repeatedly opposed harsh economic sanctions and responded to the latest crises by repeating calls for a return to long-stalled, six-nation denuclearization talks that the North has rejected.

But China would appear to have little ability to stop a collapse and less influence over the authorities in Pyongyang than is widely believed, South Korea’s then-vice foreign minister, Chun Yung-woo, is quoted telling American Ambassador Kathleen Stephens in February.

China lacks the will to push Pyongyang to change its behavior, according to Chun, but Beijing will not necessarily oppose the U.S. and South Korea in the case of a North Korean collapse.

China “would be comfortable with a reunified Korea controlled by Seoul and anchored to the US in a ‘benign alliance’ as long as Korea was not hostile towards China,” Chun said.

Economic opportunities in a reunified Korea could further induce Chinese acquiescence, he said.

The diplomatic cables warn, however, that China would not accept the presence of U.S. troops north of the demilitarized zone that currently forms the North-South border.

Chinese Foreign Ministry spokesman Hong Lei said China would not comment specifically on the cables.

“China consistently supports dialogue between the North and South sides of the Korean peninsula to improve their relations,” Hong said at a regularly scheduled news conference.

In the leaked cable, Chun predicts the government in Pyongyang would last no more than three years following the death of ailing leader Kim Jong Il, who is seeking to transfer power to his youngest son Kim JongUn, a political ingenue in his 20s.

Chun also dismisses the possibility of Chinese military intervention if North Korea descended into chaos.

Despite that, China is preparing to handle any outbreaks of unrest along the border that could follow a collapse of the regime. Chinese officials say they could deal with up to 300,000 refugees, but might have to seal the border to maintain order, the memos say, citing an unidentified representative of an international aid group.

Chinese officials are also quoted using mocking language in reference to North Korea, pointing to tensions between the two neighbors in contrast to official statements underscoring strong historical ties.

Then-Deputy Foreign Minister He Yafei is quoted as telling a U.S. official in April 2009 that Pyongyang was acting like a “spoiled child” by staging a missile test in an attempt to achieve its demand of bilateral talks with Washington.

U.S. Secretary of State Hillary Rodham Clinton said Monday that WikiLeaks acted illegally in posting the leaked documents. Officials around the world have said the disclosure jeopardizes national security, diplomats, intelligence assets and relationships between foreign governments.

Five international media organizations, including The New York Times and Britain’s Guardian newspaper, were among those to receive the documents in advance. WikiLeaks is also slowly posting all the material on its own site.

SEOUL, South Korea – A supercarrier sent jets into overcast skies Tuesday in U.S.-South Korean military drills that North Korea warned could spark war, but signs of diplomacy emerged alongside the tensions over last week’s deadly North Korean attack.

The North’s only major ally, China, hosted a top North Korean officialfor talks, and Japan also planned to send an envoy to China. The U.S., South Korea and Japan agreed to talk next week in Washington about the North’s nuclear weapons and its Nov. 23 artillery barrage that killed four South Koreans.

It was unclear if the Beijing visit by North Korea’s Choe Thae Bok, chairman of the North’s Parliament, would lead to any diplomatic solution. China, under pressure to rein in its ally, proposed emergency regional talks earlier this week, but South Korea, the United States and Japan gave a cool response.

Even as diplomats scrambled, leaked U.S. diplomatic cables revealed signs of a rift in the relationship between China and North Korea, a striking contrast from official statements underscoring their strong historical ties.

Documents from the whistle-blowing website WikiLeaks showed China’s frustration with the North and speculated that Beijing would accept a future Korean peninsula unified under South Korean rule.

The North, meanwhile, reminded the world it was forging ahead with its nuclear efforts. Pyongyang said Tuesday that it’s operating a modern uranium enrichment plant equipped with thousands of centrifuges. The main Rodong Sinmun newspaper said in an editorial that the North is also building a light-water reactor.

The North first revealed the uranium program in early November to a visiting American scientist. A light-water nuclear power reactor is ostensibly for civilian energy purposes, but it gives the North a reason to enrich uranium. Uranium enrichment would give the North a second way to make nuclear bombs, in addition to its known plutonium-based program.

North Korea has pushed for renewed international talks on receiving much-needed aid in return for commitments to dismantle nuclear programs, and its recent aggression could reflect frustration that those talks remain stalled.

The North unleashed an artillery barrage last week on a South Korean island that hit civilian areas, marking a new level of hostility along the contested maritime border between the Koreas. The attack killed two civilians and two marines.

In a major address Monday, South Korean President Lee Myung-bak pledged a tough response if the North carries out any further attacks.

Kim Keun-sik, a North Korea analyst at South Korea’s Kyungnam University, said sides in the standoff will have competing ideas on how to resolve tension.

“North Korea and China will want to resolve the matter through a dialogue,” he said, “while South Korea and the U.S. will say ‘Why negotiate at this time?’ and think about pressure and punitive measures” on the North.

The Wikileaks documents further complicate the diplomatic picture.

China, the documents show, “would be comfortable with a reunified Korea controlled by Seoul and anchored to the US in a ‘benign alliance’ as long as Korea was not hostile towards China,” then-South Korean vice-foreign minister, Chun Yung-woo, is quoted as telling U.S. ambassador to South Korea Kathleen Stephens in February.

Chun predicted the government in Pyongyang would last no more than three years following the death of ailing leader Kim Jong Il, who is seeking to pass power to son Kim Jong Un, an untested political newcomer in his 20s.

In Seoul, government officials declined to comment on Chun’s reported comments.

During Tuesday’s U.S.-South Korean military drills, a heavy fog engulfed the USS George Washington supercarrier. The carrier’s fog horn boomed out as U.S. aircraft took off and landed in quick succession.

Cmdr. Pete Walczak said the ship’s combat direction center was closely monitoring any signs of ships, aircraft of any other activity and that nothing unusual was detected from North Korea.

“Absolutely nothing,” Walczak said. “A lot of saber-rattling, fist-shaking, but once our presence is here, reality says that it’s really nothing.”

The North’s propaganda machine warned that the drills could trigger a “full-blown war” on the peninsula. “Our republic has a war deterrent that can annihilate any aggressor at once,” the government-run Minju Joson said.

On the streets of the North Korean capital, Pyongyang, North Koreans spoke with pride of their military.

“Those who like fire are bound to be punished with fire,” Kim Yong Jun, a Pyongyang resident, told international broadcaster APTN.

A rally in Seoul, meanwhile, drew several thousand protesters who burned North Korean flags and called for the overthrow of Kim Jong Il. “We’ve had enough,” said Kim Jin-gyu, 64, adding that North Korea deserves punishment. “We should just smash it up.”

Yonhap news agency reported that Choe, the North Korean official, was expected to meet top Chinese communist party officials and discuss last week’s artillery barrage, the North’s nuclear program and the U.S.-South Korean military drills.

China has sought to calm tensions by calling for an emergency meeting among regional powers involved in six-party nuclear disarmament talks — the two Koreas, the U.S., China, Russian and Japan — which have been stalled since last year.

Seoul, however, wants proof of Pyongyang’s commitment to denuclearization as well as a show of regret over the March sinking of a warship.

Japan rejected a new round of aid-for-disarmament talks any time soon, but announced Tuesday that a nuclear envoy would travel to China. Tokyo provided no further details

Defiant North Korea fires artillery warning shots

YEONPYEONG ISLAND, South Korea – A defiant flash of North Korean artillery within sight of the island that it attacked this week sent a warning signal to Seoul and Washington: The North is not backing down.

The apparent military drill Friday came as the top U.S. commander in South Korea toured Yeonpyeong island to survey the wreckage from the rain of artillery three days earlier. As a U.S. nuclear-powered aircraft carrier headed toward the Yellow Sea for exercises next week with South Korea, the North warned that the joint maneuvers will push the Korean peninsula to the “brink of war.”

South Korea’s government, meanwhile, struggled to recoup from the surprise attacks that killed four people, including two civilians, and forced its beleaguered defense minister to resign Thursday. President Lee Myung-bak on Friday named a former chairman of the Joint Chiefs of Staff to the post.

Tensions have soared between the Koreas since the North’s strike Tuesday destroyed large parts of Yeonpyeong in a major escalation of their sporadic skirmishes along the disputed sea border.

The attack — eight months after a torpedo sank a South Korean warship, killing 46 sailors — has laid bare Seoul’s weaknesses in defense 60 years after the Korean War. Lee has ordered reinforcements for the 4,000 troops on Yeonpyeong and four other Yellow Sea islands, as well as top-level weaponry and upgraded rules of engagement.

The heightened animosity between the Koreas comes as the North undergoes a delicate transition of power from leader Kim Jong Il to his young, inexperienced son Kim Jong Un, who is in his late 20s and is expected to eventually succeed his ailing father.

Washington and Seoul have pressed China to use its influence on Pyongyang to ease tensions amid worries of all-out war. A dispatch Friday from Chinese state media saying Beijing’s foreign minister had met the North Korean ambassador appeared to be an effort to trumpet China’s role as a responsible actor and placate the U.S. and the South.

The North sees the U.S.-South Korean drills scheduled to start Sunday as a major military provocation. Pyongyang unleashed its anger over the planned exercises in a dispatch earlier Friday.

“The situation on the Korean peninsula is inching closer to the brink of war,” the report in the North’s official Korean Central News Agency said.

A North Korean official boasted that Pyongyang’s military “precisely aimed and hit the enemy artillery base” as punishment for South Korean military drills — a reference to Tuesday’s attack — and warned of another “shower of dreadful fire,” KCNA reported.

China expressed worry over any war games in waters within its exclusive economic zone, though the statement on the Foreign Ministry website didn’t mention the drills starting Sunday. That zone extends 230 miles (370 kilometers) from China’s coast and includes areas south of Yeonpyeong cited for possible maneuvers, although the exact location of the drills is not known.

North Korea does not recognize the maritime border drawn by the U.N. in 1953, and considers the waters around Yeonpyeong Island its territory.

Yeonpyeong Island, home to South Korean military bases as well as a civilian population of about 1,300 people, lies only seven miles (11 kilometers) from North Korean shores.

The U.S. commander in South Korea, Gen. Walter Sharp, said during a visit to the island that Tuesday’s attack was a clear violation of the armistice signed at the end of the three-year Korean War.

“We at United Nations Command will investigate this completely and call on North Korea to stop any future attacks,” he said.

Washington keeps more than 28,000 troops in South Korea to protect its ally — a sore point for North Korea, which cites the U.S. presence as the main reason behind its drive to build nuclear weapons.

Dressed in a heavy camouflage jacket, army fatigues and a black beret, Sharp carefully stepped down a devastated street strewn with debris and broken glass. Around him were charred bicycles and shattered bottles of soju, Korean rice liquor.

On Friday, Associated Press photographers at an observation point on the northwest side of Yeonpyeong heard explosions and saw at least one flash of light on the North Korean mainland.

There were no immediate reports of damage. Only a few dozen residents remain on Yeonpyeong, with most of its population fleeing in the hours and days after the attack as authorities urged them to evacuate.

Many houses were burned out, half-collapsed or flattened, and the streets were littered with shattered windows, bent metal and other charred wreckage. Several stray dogs barked as they sat near destroyed houses. South Korean marines carrying M-16 rifles patrolled along a seawall at dawn.

About 200 South Koreans held a rally Friday in Seoul to denounce the government’s response to the attack as too weak. Similar recriminations have come from opposition lawmakers and even members of Lee’s own party, leading to the resignation of Defense Minister Kim Tae-young on Thursday.

There also has been intense criticism that Yeonpyeong was unprepared for the attack and that the return fire came too slowly. Lee named former Joint Chiefs of Staff chairman Kim Kwan-jin to the post, the president’s office said Friday.

While there is some shock at the extent of the damage the North Koreans were able to inflict, most South Koreans want the threat to be contained, not aggravated, and the government response has been muted and cautious, following an initial angry threat from Lee.

The president, dressed in a black suit, visited a military hospital in Seongnam near Seoul on Friday to pay his respects to the two marines killed in the North Korean attack.

Lee laid a white chrysanthemum, a traditional symbol of grief, on an altar, burned incense and bowed before framed photos of the two young men. Consoling sobbing family members, he vowed to build a stronger defense.

“I will make sure that this precious sacrifice will lay the foundation for the strong security of the Republic of Korea,” he wrote in a condolence book, according to his office.

South Korea assured a meeting of the European Olympic Committees on Friday that it would be able to ensure security at the 2018 Winter Games if it’s picked. The Pyeongchang 2018 bid committee presented its case Friday in Belgrade.

YEONPYEONG, South Korea (Reuters) – South Korea’s defenseminister resigned on Thursday, two days after an attack by North Korea and amid criticism that the South’s response was too slow.

Kim Tae-young became the first political victim of the attack as China expressed muted criticism of forthcoming joint U.S-south Korean military exercises in the Yellow Sea.

President Lee Myung-bak accepting his minister’s resignation “to improve the atmosphere in the military and to handle the series of incidents”, a presidential official said.

Kim had also tended his resignation in May after the sinking of a South Korean naval vessel in March, but Lee asked him to stay on in the job. The Cheonan attack, in which 46 sailors were killed, was also blamed on the North.

North Korea fired a barrage of artillery shells at the island of Yeonpyeong off the peninsula’s west coast on Tuesday, killing two civilians and two soldiers and destroying dozens of houses.

South Korean troops fired back 13 minutes later, causing unknown damage. Members of Lee’s own party and opposition lawmakers accused the military of responding too slowly.

The government was also criticized for its perceived weak response to the Cheonan incident. North Korea has denied responsibility for that attack.

While China objected to the joint military exercises starting this weekend, North Korea threatened further attacks on the South if there were more “provocations”.

Seoul said it would increase troops on islands near North Korea after the bombardment, which caused a sharp spike in tension in the world’s fastest growing region.

Washington is putting increasing pressure on China to rein in North Korea, but a foreign ministry spokesman in Beijing said what was needed was a revival of the stalled six-party talks involving the two Koreas, Russia, China, Japan and the United States.

“We have noted the relevant reports and express our concern about this,” spokesman Hong Lei said, referring to the joint military exercises and the involvement of the nuclear-powered aircraft carrier the USS GeorgeWashington in the drill.

But Beijing has previously used stronger language to signal its displeasure. In August, the People’s Liberation Army said earlier plans to send the George Washington to the Yellow Sea would make it lose respect and threatened long-term damage to Sino-U.S. relations.

Seoul expressed frustration with Beijing for not taking sides, noting even Russia had condemned this week’s attack.

“We must engage with China for it to take more responsibility on North Korea’s behavior,” said a government official, who asked not to be identified.

China has long propped up the Pyongyang leadership, worried that a collapse of the North could bring instability to its own borders. Beijing is also wary of a unified Korea that would be dominated by the United States, the key ally of the South.

BELLICOSE RHETORIC

There was no let-up in the typically bellicose language used by North Korea.

“(North Korea) will wage second and even third rounds of attacks without any hesitation if warmongers in South Korea make reckless military provocations again,” the North’s KCNA news agency quoted a statement from the military as saying.

“The U.S. cannot evade the blame for the recent shelling,” it added. “If the U.S. truly desires detente on the Korean peninsula, it should not thoughtlessly shelter the South Korean puppet forces, but strictly control them so that they may not commit any more adventurous military provocations.”

North Korea said the shelling was in self-defense after Seoul fired shells into its waters. The South Korean government official said Seoul had been shocked by the attack for its “indiscriminate bombing of civilians”.

“We could not imagine such a grave provocation,” he said. “But now we see any kind of provocation is possible … and it makes it very easy to respond in the future.”

The official said Tuesday’s artillery attack on Yeonpyeong island could only have been ordered by reclusive North Korean leader Kim Jong-il.

Kim and his son and designated heir, Jong-un, visited the Yellow Sea coastal artillery base from where shells were fired at Yeonpyeong just hours before the attack, North Korean media reported.

“This kind of serious provocation could only be planned by Kim Jong-il,” the official said, adding the attack was also designed to promote the younger Kim’s military credentials.

U.S. officials have said the attack appeared linked to the upcoming succession in North Korea’s leadership.

It was the heaviest attack by the North since the Korean War ended in 1953 and marked the first civilian deaths in an assault since the bombing of a South Korean airliner in 1987.

A bitterly cold wind was blowing through the hilly island on Thursday when reporters were allowed to visit for the first time since the attack. North Korea was clearly visible.

Houses were deserted with most residents having fled to the mainland, many with their roofs caved in and charred black. Broken glass was strewn in the narrow alleyways.

The deaths of civilians have added to anger in the South, and sparked heated debate in parliament over the military’s slow response — as well as calls for heads to roll. Defense Minister Kim had been one of the main targets.

SEOUL, South Korea – In secret and with remarkable speed, North Korea has built a new, highly sophisticated facility to enrich uranium, according to an American nuclear scientist, raising fears that the North is ramping up its atomic program despite international pressure.

The scientist, Siegfried Hecker, said in a report posted Saturday that he was taken during a recent trip to the North’s main Yongbyon atomic complex to a small industrial-scale uranium enrichment facility. It had 2,000 recently completed centrifuges, he said, and the North told him it was producing low-enriched uranium meant for a new reactor. He described his first glimpse of the new centrifuges as “stunning.”

Hecker, a former director of the U.S. Los Alamos Nuclear Laboratory who is regularly given rare glimpses of the North’s secretive nuclear program, acknowledged that it was not clear what North Korea stood to gain by showing him the formerly secret area.

The revelation could be designed to strengthen the North Korean government as it looks to transfer power from leader Kim Jong Il to a young, unproven son. As Washington and others tighten sanctions, unveiling the centrifuges could also be an attempt by Pyongyang to force a resumption of stalled international nuclear disarmament-for-aid talks.

Whatever the reason, the new centrifuges provide a fresh set of worries for the Obama administration, which has shunned direct negotiations with the North following Pyongyang’s nuclear and missile tests last year and in the wake of an international finding that a North Korean torpedo sank a South Korean warship in March, killing 46 sailors. The U.S. State Department announced that the Obama administration’s special envoy on North Korea planned to visit South Korea, Japan and China, starting Sunday.

The North told Hecker it began construction on the centrifuges in April 2009 and finished only a few days before the scientist’s Nov. 12 visit.

“Instead of seeing a few small cascades of centrifuges, which I believed to exist in North Korea, we saw a modern, clean centrifuge plant of more than a thousand centrifuges, all neatly aligned and plumbed below us,” Hecker, a Stanford University professor, wrote.

Hecker described the control room as “astonishingly modern,” writing that, unlike other North Korean facilities, it “would fit into any modern American processing facility.”

The facilities appeared to be primarily for civilian nuclear power, not for North Korea’s nuclear arsenal, Hecker said. He saw no evidence of continued plutonium production at Yongbyon. But, he said, the uranium enrichment facilities “could be readily converted to produce highly enriched uranium bomb fuel.”

Uranium enrichment would give the North a second way to make atomic bombs, in addition to its known plutonium-based program. At low levels, uranium can be used in power reactors, but at higher levels it can be used in nuclear bombs. Hecker’s findings were first reported in The New York Times.

U.S. nuclear envoy Stephen Bosworth’s trip to Asia for talks on North Korea comes as new satellite images show construction under way at Yongbyon. That, combined with reports from Hecker and another American expert who recently traveled to the atomic complex, appear to show that Pyongyang is keeping its pledge to build a nuclear power reactor.

North Korea vowed in March to build a light-water reactor using its own nuclear fuel. Hecker, and Jack Pritchard, a former U.S. envoy for negotiations with North Korea, have said that construction has begun.

Yang Moo-jin, a professor at the Seoul-based University of North Korean Studies, said the North’s uranium disclosure is meant to force the United States back into nuclear negotiations.

The disclosure, Yang said, also is aimed at a domestic audience during the succession process. “The North wants to muster loyalty among military generals by showing them the North will continue to bolster its nuclear deterrent and uphold its military-first policy,” Yang said.

Light-water reactors are ostensibly for civilian energy purposes, but such a power plant would give the North a reason to enrich uranium. While light-water reactors are considered less prone to misuse than heavy-water reactors, once the process of uranium enrichment is mastered, it is relatively easy to enrich further to weapons-grade levels.

North Korea said last year it was in the final stage of enriching uranium, sparking worries that the country may add uranium-based weapons to enlarge its stockpile of atomic bombs made from plutonium. Experts say the North has yielded enough weaponized plutonium for at least a half dozen atomic bombs.

Uranium can be enriched in relatively inconspicuous factories that are better able to evade spy satellite detection, according to U.S. and South Korean experts. Uranium-based bombs may also work without requiring test explosions like the two carried out by North Korea in 2006 and 2009 for plutonium-based weapons.

Hecker said the North Koreans emphasized that the centrifuge facility was operating; although he couldn’t verify that statement, he said “it was not inconsistent with what we saw.”

“The only hope” for dealing with the North’s nuclear program “appears to be engagement,” he wrote, calling a military attack “out of the question” and more sanctions “likewise a dead end.”

Many questions are still unanswered about North Korea’s nuclear program, Hecker wrote, including whether the North is really pursuing nuclear electricity; whether it’s abandoning plutonium production; how it got such sophisticated centrifuge technology; and why it’s revealing the facilities now.

“One thing is certain,” he said. “These revelations will cause a political firestorm.”

SEOUL (Reuters) – North and South Korea exchanged gunfire across their heavily armed land border on Friday, the South’s military said, despite an apparent thaw in tensions on the divided peninsula in the past few months.

The rare exchange of fire took place a fortnight before the leaders of the world’s 20 top economies meet for a G20 summit in the South Korean capital Seoul, about 100 km (60 miles) south of the demilitarized zone.

The South’s defense ministry said in a statement none of its troops were hurt, and there had been “no more unusual activity by the North.” A South Korean military official said the army had put on heightened alert.

It was not immediately clear what was behind the skirmish, but in the past the North has carried out similar provocations around the time the South has hosted prominent international events.

YTN television said, however, it was unlikely that the North had deliberately fired across toward the South only hours before families separated by the 1950-53 Korean War were due to be reunited for the first time.

The North Korean frontline guard post fired two shots toward a South Korean guardpost across the DMZ and the South returned fire with three shots, a joint chiefs of staff official said.

The South Korea military official said he had not received any communication from the North. A United Nations team will be sent to the area on Saturday, he added.

The North Korean shots were fired at a frontline unit in Cheorwon in the eastern province of Gangwon.

The last time the two Koreas were exchanged fire was in January, the they fired artillery round at disputed seaborder.

Relations between the two Koreas, still technically at war after signing only a truce to halt hostilities in the 1950-53 Korean War, sank to the lowest level in years in March with the torpedoing of the South’s warship, killing 46 sailors.

South Korea and the United States said the North was responsible for the sinking, but Pyongyang denied any role.

In the past few months, tensions have eased on the peninsula with the South sending aid to its impoverished neighbor, and on the weekend the two sides will resume the reunions.

But the border skirmish and news that North-South military talks had broken down showed that the two sides were still far apart, and underlined there was little chance of a resumption any time soon of stalled talks on theNorth’s nuclear arms program.

South Korea rejected the North’s proposal for more military talks and said it wouldn’t return to the negotiating table until its neighbor admitted responsibility for the sinking of the warship.

“When looking back on the history of the North-South relations, it is very hard to find a precedent in which one party rejected the talks proposed by the other party even when the bilateral relations reached the lowest ebb,” the North’s KCNA state news agency reported.

“This was because the rejection of dialogue precisely meant confrontation and war.”

This weekend’s resumption of family reunions, which were last held over a year ago, was the most tangible sign yet of a thaw in tensions. Earlier this week, South Korean government sent its first delivery of aid to the North in more than two years.

PYONGYANG, North KoreaNorth Korean leader Kim Jong Il brought dancers at the “Arirang” mass games to tears Saturday by making a rare appearance at the dance extravaganza, accompanied by son KimJong Un, on the second day of celebrations of the ruling Workers’ Party‘s 65th anniversary.

Kim Jong Il waved to the crowd, drawing a frenzy of applause from onlookers at Pyongyang’s May Day Stadium, in what is believed to be his first appearance at the song-and-dance performance in years. The son slated to succeed him as leader of North Korea was by his side, broadcaster APTN said.

Pyongyang was in a festive mood as North Korea marked the anniversary of the founding of the ruling party with a weekend of celebrations that will culminate in a massive military parade Sunday.

Even in a country known for its elaborately staged displays of military might, the scale and pomp of the festivities — less than two weeks after Kim Jong Il’s re-election to the party’s top post and the news that his 20-something son would succeed his father and grandfather as leader — suggested something special.

“This is a very important event because it’s being held after Kim Jong Un’s debut as heir-apparent,” said Yoo Ho-yeol, a professor of North Korean studies at Korea University in Seoul.

The festivities began Friday night with fireworks that lit up the sky over central Pyongyang, footage from TV news agency APTN showed. Students danced across the city’s plazas and brass bands played “Please Receive the Best Wishes of the People,” the state-run Korean Central News Agency reported.

On Saturday, North Korea’s top leadership gathered at May Day Stadium for speeches celebrating the Workers’ Party anniversary, and Kim Jong Il and Kim Jong Un stayed on to see the Arirang performance that evening along with visiting top Chinese Communist Party official Zhou Yongkang, a member of China’s Politburo.

The two Kims’ appearance turned the Arirang extravaganza — part theater, part circus, and involving some 100,000 performers singing, dancing and flying through the air — into a VIP event attended by wartime heroes, foreign dignitaries and the international press, who were given front-row seats to record the spectacle.

The party culminates Sunday with the staging of a massive parade through the streets, the largest in the country’s history, North Korean officials told APTN. The extravaganza will feature a phalanx of tanks, more than 16,000 troops and a display of the regime’s prized missiles and military weaponry, according to South Korean officials.

There was no confirmation Saturday that Kim Jong Un would join his father in presiding over the parade from a viewing platform at Kim Il Sung Plaza, named after his grandfather. But the campaign to introduce him to the North Korean people — and the world — has been gaining momentum since his name first appeared in state media on Sept. 27 in a dispatch announcing his promotion to four-star general.

If he does appear, it would be by far his most public appearance yet.

The parade was expected to be aired live on state TV in an unusual departure from broadcasting norms in North Korea, where any broadcasts are heavily censored. And in a radical policy shift by a government typically wary of the international press, a reporter and photographer from The Associated Press were invited to Pyongyang to cover the event, along with select foreign TV crews.

Yoo predicted that Kim Jong Un would not only appear at the parade, but that he would be in full military dress and bedecked with medals and insignia as befits a top official in a country run under a “military first” policy. In the few photos published since his debut, the baby-faced son has been clad in civilian clothing.

It would be a heady debut for the mysterious young man who until two weeks ago was a virtual unknown outside North Korea’s inner circle of military and political elite.

Kim Jong Un is the third son of Kim Jong Il but his name never appeared in state media until late last month, and even the exact spelling of his name was unclear.

Nor were they any photos of him as an adult until the state’s main Rodong Sinmun newspaper last week published a group shot of the young man seated with his father and other top party leaders. This week, state television showed still images of father and son watching a military unit carry out live-fire drills.

The Swiss-educated son said to be his 68-year-old father’s favorite emerged in recent months as the rumored front-runner to inherit the mantle of leadership, despite his youth and inexperience. There were reports that children were singing odes to “the Young Commander,” and that his January birthday had been made a national holiday like those of his father and grandfather.

He won his first military post with the promotion to general late last month, and was appointed during the nation’s biggest political convention in 30 years to the Workers’ Party’s central military commission, as well as the party’s Central Committee — strong signs he was being groomed to eventually succeed his father.

On Friday, a top North Korean official confirmed Kim Jong Un’s future role in an exclusive interview with APTN.

“Our people take pride in the fact that they are blessed with great leaders from generation to generation,” said Yang Hyong Sop, a member of the powerful political bureau of the Central Committee of the Workers’ Party.

“Our people are honored to serve the great President Kim Il Sung and the great leader Kim Jong Il,” he added. “Now we also have the honor of serving young Gen. Kim Jong Un.”

The question of who will take over leadership of the nuclear-armed nation of 24 million has been a pressing one since the last big military parade in 2008.

At the parade celebrating the 60th anniversary of the founding of the Democratic People’s Republic of Korea in September 2008, Kim Jong Il was noticeably absent. U.S. and South Korean officials said Kim had suffered a stroke, sparking concerns about a power struggle and social upheaval if he were to die without a clear successor.

Though thinner and grayer, Kim has resumed busy rounds of tours to factories and military units. And a surprise trip to China in late August may have been to introduce his son to top officials in the neighboring nation that is North Korea’s most important ally and source of aid.

Though officials in Beijing and Pyongyang never confirmed whether Kim Jong Un accompanied his father on that trip, highly publicized stops at sites dear to the late President Kim Il Sung pointedly reminded North Korean people of the Kim family’s political heritage.

Kim Il Sung was a former guerrilla who fought against Japan’s colonization of Korea and built a cult of personality around him and his son. Kim Jong Il took over as leader when his father died in 1994 in what was the communist world’s first hereditary transfer of power.

Kim Jong Il rules under a “songun,” or “military first,” policy with a 1.2 million-member military that is one of the world’s largest. Along with military manpower and weaponry, North Korea under his leadership has been building up its nuclear arsenal, much to the consternation of other nations.

Military parades have long been a way for the regime to bolster pride as well as show off its military hardware to the outside world, analyst Yoo said.

“They are going to try to prove that their military might is nothing to be underestimated,” he said in Seoul.

This year’s rendition of the Arirang performance underlined the Kim family legacy, starting with Kim Il Sung’s role in leading Koreans in fighting colonial occupier Japan and revisiting son Kim Jong Il’s pledge to help North Koreans surmount economic difficulties by building up the economy through scientific achievement.
